ATHENS — A Smith County man is one of two persons shot and killed Sunday on Hopson Drive in the Athens area after they invaded a home and attempted to rob two residents. The men are identified as 49 year old Steven Kelley of Winona and 31 year old Cecil Spain of Grand Saline. The two are said to have posed as customers looking to purchase a dog from a man and woman at their home. The two were restrained and suffered minor injuries at the hands of the suspects, who were armed with hanguns. Both were shot and killed during the incident. The Henderson County Sheriff’s Office, Henderson County District Attorney’s Office, and the Texas Rangers are continuing the investigation.

TYLER – Tyler native and former NFL quarterback Johnny Manziel is said to be engaged. The announcement comes as Manziel tries to get back in football. On Friday, Manziel told TMZ, the celebrity news site, he was engaged to model Bre Tiesi. The proposal, complete with a big ring and roses, came during a recent trip to Paris. The two have been dating since last December. He credits her with helping him achieve sobriety after multiple failed stints in rehab. He told TMZ Sports, “When you find a girl as amazing as I did that saved me from where I was in my life, you absolutely put a ring on it..” Manziel’s attempt to make a comeback and drew interest from several teams at the recent NFL Scouting Combine, but no team made him an offer.

Tyler motorists are encouraged to avoid SH 64/Fifth Street when possible as milling operations continue throughout the week. The contractor, Madden Contracting Company, is conducting the work from 9 a.m. to 4 p.m. daily. Work resumes from the east loop to the intersection of US 271 before continuing to SH 155.

KILGORE — Kilgore College campus officials have set up a food pantry within the Duvall Student Center for students in need. According to KETK, the College and University Food Bank Alliance, which focuses on promoting campus programs to alleviate food insecurity and hunger at universities in the United States, said post-secondary enrollment patterns show more and more “nontraditional” students on college campuses. “Many students now are supporting families and working full time while attending college,” the alliance said. “These students are often food insecure or one missed paycheck away from being food insecure.” The food bank alliance has 454 member institutions, including at least 25 in Texas. Campus food pantries make sense, it said, because many students often have limited transportation while community food resources are often far away from where they attend classes. College students also might not meet community agency requirements or might be uncomfortable accessing services off-campus, the alliance said.

TYLER — Tyler Police have arrested a man after two good Samaritans hold him at gunpoint following an attempted robbery. It happened around 2:10 at the Cumberland Park Shopping Center, in front of FD’s Grillhouse. Officers said two people were outside of the restaurant when they were approached by a man armed with a knife. The suspect, later identified as Chad Allen Boening, 34, reportedly pointed the knife at the female and stated, “Do you want to see her die?” Two witnesses, a father and son, were sitting in a vehicle and observed the assault in progress. LONGVIEW — A Longview woman who the Texas Department of Public Safety said caused a fatal 2015 car crash after she was distracted by a family pet has been indicted on a criminally-negligent homicide charge. According to KETK and the Longview News-Journal, the indictment is related to a Nov. 30, 2015 incident, the same day as the fatal car crash. Gregg County officials were not immediately available to confirm that the indictment stemmed from the crash. Ellen Virginia Hicks, 33, was booked into the Gregg County Jail on Friday. GILMER – The death of an 11 month old in Upshur County boy may be a homicide. The preliminary autopsy, which was performed by a Dallas lab, reported the youngster died from “blunt force injury to the head.” Upshur County Sheriff Larry Webb said Friday they are still waiting for the final autopsy report before making a final determination. As KTBB previously reported, police were called to a location on Farm Road 2088 March 2nd after receiving a 911 call in reference to an injured child. The child was transported to ETMC-Pittsburg but later was pronounced dead.

HOUSTON (AP/STAFF) — A man sent to death row for torturing and drowning an Smith County woman in his bathtub and then stuffing her body into a barrel and dumping it has lost a federal court appeal. The 5th U.S. Circuit Court of Appeals rejected Friday arguments that Troy Clark, 49, should be allowed to reopen his appeals so he can show his attorneys at his 2000 trial in Smith County were deficient. HENDERSON – Additional charges may be filed against a Troup man arrested for kidnapping. Benny O’Neal Cagle Jr., 53, was arrested Wednesday in Panola county after being accused of kidnapping a woman from the Price Community in Rusk County. Cagle is currently in the Rusk County jail under a $200,000 bond on a charge of aggravated kidnapping. AUSTIN — We set the clocks ahead one hour this weekend, but efforts continue in the legislature to make this the last Daylight Saving Time in Texas. San Antonio state Sen. Jose Menendez has filed a bill that would keep texas on Central Standard Time year-round, effective November 5, when this weekend’s time switch ends. there’s also a companion bill in the House, filed by Dan Flynn of Van, but it faces an uphill climb. In 2015, House members voted 56-9 to keep the time change — arguing it would get darker earlier in the evening, leading to higher energy bills.

MARSHALL – A rumor circulating around about a Marshall death has proven to be unfounded. The rumors are that the March 3rd death of Michael Phelps Jr., 22, was caused by a game of Russian roulette. Marshall Police public information officer Kelly Colvin tells KTBB, she can’t go into details about his death, but she can confirm it was not during a game of Russian roulette. Phelps was found shot to death at the Belaire Manor Apartment complex on Paula Street. Charged with manslaughter in the case is Leon Bowman, 30, who police say is the victim’s brother.

TYLER – The staff of the Tyler Public Library have been quite busy. They unpacked more than 900 books and 140 audio books, a valuation of nearly $40,000 worth of materials. The collection includes fiction, nonfiction, graphic novels and Hi-Lo books (high interest, low reading level). The Tyler library was one of three libraries in the country to be awarded the Great Books Giveaway. TYLER – An 8th grader at Tyler’s Hogg Middle School has a big fish tale. And this is about one that did not get away. Michael Cazares landed 40.9 lb blue catfish. It was caught in Lake Palestine using the only shad he had. Leaving Michael on shore with the rod and reel, his brother got in their canoe and pulled the line out a good distance away from shore before dropping it in the water. They planned to stay for a while so they tied a bell to the reel so that it would ring when a fish pulled it. Around 11:00pm, Michael heard a ring. Since it was so late, they tied it up in the water so that it wouldn’t die before morning. When the sun came up, Michael and his brother took the giant fish to Athens to have it weighed and then returned and released it back into Lake Palestine.

AUSTIN – State Senator Kelly Hancock has filed a companion bill to one filed by State Representative Matt Schaefer of Tyler. They say the measure will bring pro-life changes to the Texas abortion law. The Disabled Preborn Justice Act prohibits discriminatory abortions at all stages of pregnancy, based on the preborn child’s race, ethnicity, sex or probability of disability. Under current law, most babies are protected from abortion after 20 weeks gestation. However, babies who may have a disability can be killed in an abortion through all nine months of development in the womb. Hancock and Schaefer say their measure will close that loophole. Also, the Disabled Preborn Justice Act would ban the practice of sex selective abortion

AUSTIN (AP/STAFF) – The state’s unemployment rate is holding steady. In East Texas, it is going up slightly. The Texas Workforce Commission reports the state’s unemployment rate in January held at 4.8%. The January number is from the latest statewide reporting period by the commission. Nationwide unemployment during February, the latest U.S. reporting period, was 4.7%. In East Texas, Tyler’s unemployment rate went up to 4.7%. It had been 4.3% in December and January of Last year. DOGWOOD CITY — An accident involving a DPS trooper Wednesday night remains under investigation, and the people involved have been identified. Trooper Nicholas Makowski, 30, of Athens, was the driver of the patrol car involved. Alejandro Promotor Chavez, 50, of Tyler, was the driver of the F-150 pickup. A 15 year-old female passenger, also of Tyler, was in the F-150 as well. According to a Department of Public Safety report, Makowski was traveling south on Highway 155 just before 8:00 when the F-150 reportedly pulled out in front of him from the area of Mary Martin Drive in Dogwood City. Chavez was attempting to head north on HWY 155. The patrol unit struck the truck in the area of the driver’s side rear door. Chavez and the teen were taken to a local hospital, where they were treated for non-life threatening injuries. Makowski was treated and released.

OVERTON – The Overton School District is warning parents that someone diagnosed with Whooping Cough has visited the district’s schools. School Superintendent Stephen DuBose says the person, who has not been identified, has been on all three campuses within the last week. While all students in the district are current on all immunizations, he said parents should schedule a doctor’s appointment if symptoms listed in letters they sent out, are present. He added, It is extremely rare to contract the disease if vaccines are up to date.

AUSTIN – Governor Greg Abbott has reappointed Phil Jenkins of Palestine to the Upper Neches River Municipal Water Authority Board of Directors. His new term will expire on February 1, 2023. Jenkins is retired as co-owner of Palestine Contractors, Inc. He is a member and former chairman of the Cartmell Home for Aged Board of Directors and its related Cartmell Foundation. He is a former member of the Texas Society of Certified Public Accountants and former member of the State Bar of Texas Board of Directors.

TYLER – There will be no school trustee election in Tyler in May. Tyler school trustees at a Thursday morning workshop meeting cancelled the two unopposed races. Board vice president Dr. Patricia Nation and representative Orenthia Mason drew no opposition. This means they will serve three more years on the Tyler school board. But, even though there are no school trustee races, voters will still decide that $198 million school bond package to renovate the city’s two high schools.

LUFKIN — 40-year-old Almuhajir Salahuddin has agreed to a plea bargain of one year in county jail after he phoned in a bomb threat to a Pilgrim’s Pride plant in Lufkin last year. He pleaded guilty to class A misdemeanor terrorist threat. Originally he was arrested on a felony terrorist threat charge as well as several misdemeanor traffic charges. According to the arrest affidavit, the bomb threat cost the plant $2,200 in lost employee productivity and several hundred thousand dollars in loss of product.

TYLER — East Texas Congressman Louie Gohmert is among a number of lawmakers who have problems with the GOP’s new proposal to repeal and replace Obamacare. Joining Melissa Francis on FOX Business Network, Gohmert outlined a couple of things he’d like to change. For one, he said, “We got to be assured that we’re gonna eliminate the exemption from the anti-trust laws for health insurance companies. They can…monopolize.” Gohmert added, “We gotta make health…savings accounts far more attractive than what we’ve done, and we can do that — and that is the key to saving healthcare as we once knew it.”

RUSK COUNTY – A Troup Man is in custody following a Rusk County kidnapping. Arrested Wednesday in Panola County was Benny O’Neal Cagle Jr., 54, of Troup. He was arrested following a chase that ended off County road 462, southeast of Carthage. Cagle’s car left the road and drove into a tree line. He then fled on foot. He was taken into custody, without incident, a short time later. The woman he abducted was unharmed. Cagle has been charged with aggravated kidnapping with bond set at $100,000. HOUSTON (AP/STAFF) — AT&T says 911 service has been restored for cellphone customers who had been unable to call 911 in East Texas, including Tyler, and several other states. A spokesman for Dallas-based AT&T on Wednesday evening offered customers apologies for the problem. But the spokesman did not immediately provide details on how many states or customers were affected or what caused the outage. During the outage, many law enforcement agencies in affected states provided alternate numbers for people to call if they had an emergency.

KILGORE – Two persons have been arrested in connection with the disappearance of Sheryia Grant of Kilgore. She was 8 months pregnant when she disappeared August 20th, 2016. Arrested Wednesday were Allen Lamont Sutton, 28, and Laneshia Lashae Young, 22, both of Overton. On March 1st, the two were named in sealed indictments returned by the Rusk County Grand Jury. The two count indictments are for tampering with or fabricating physical evidence (human corpse), felony 2, and tampering with or fabricating physical evidence Felony 3. When it was learned Wednesday where the couple could be found, Kilgore police, with assistance from the U.S. Marshals Service and Longview Police Department, arrested the two in Longview. TYLER- Another ridesharing program might be operating in Tyler. City manager Ed Broussard told the city council Wednesday Lyft has filed an application to begin operating in Tyler. It would be following Uber, which started operating in Tyler last September. If the application by Lyft is approved, it could begin operating in Tyler by the end of the month.

MOUNT PLEASANT (AP/STAFF) — Three people are dead in Titus County as part of two failed efforts by a man to rob his family members. Titus County Sheriff Tim Ingram said Michael Laplace, 29, of Mount Pleasant, and an accomplice, attacked Laplace’s relatives in an effort to steal money. It looks like both suspects were high on drugs at the time. Laplace is said to have tried to kidnap a cousin early Wednesday but the cousin was able to break free and a gunfight followed. Killed in the exchange were Laplace and a second cousin, Johnny Burleson. It was later determined that Laplace had gone to his grandfather’s house on Tuesday to rob him. It looks like Laplace strangled Sylvester Harnden Jr. when he wouldn’t cooperate. Continue reading Three Killed and One Injured in Titus County Shooting

AUSTIN – The state comptroller’s office will be sending out over $619 million in sales tax allocations for March. This is nearly 6% more than last March. For the most part, local sales tax allocations are running ahead of last years’ pace. Tyler’s check for March is $2,823,408.24. This is nearly 24.97% ahead of March of last year. For the year, Tyler’s sales tax allocation IS $10,407,447 million. That’s 4.65% more than last year. Longview’s March check is 2,097,579.76, or 2.85% over last March. For the year, Longview’s sales tax allocations are over $7,670,523.68. That is 0.33% more than last year.

TYLER — The City of Tyler Street Department has closed South College Avenue between West First Street and West Second Street to bring down a tree in the City right-of-way. Officials expect to have the street reopened to traffic by 3:00 this afternoon.

MARSHALL – A Harrison County mother, first charged with endangering a child, has now been charged with murder in one of her twins’ death. Arrested Wednesday morning was April Gibbons, 33. She has been charged with the February murder of one of her 18 month old twins. She first told police one twin rolled on top of and smothered the other one. But investigators found she had given both twins adult sleeping medication. Also arrested were Gibbons’ parents, Gary Evans, 60 and Carla Evans, 57, who have been charged with endangering a child.
