Refinery Funding Delayed, but Rusk County Project Said to Be on Track

RUSK COUNTY — Plans for a $181 million refinery in Rusk County remain on track, though slightly behind schedule, after the company involved requested an extension on the timeline to secure funding, a spokesman for Gregg County Refining said Wednesday. KETK and the Longview News-Journal report the company received approval for issuing $181 million in tax-exempt bonds this summer, with Nov. 15 set as a deadline to secure financing by selling those bonds. Rob Latsha, spokesman for the bond review board, which administers the tax-exempt bond program, said Gregg County Refining filed for an extension Nov. 15 on the deadline for funding. Latsha said several companies, including ExxonMobil, also have applied for the tax-free bonds should Gregg County Refining not be able to secure financing.

But John Kennon, vice president of business development for Community Education and Development, the consulting firm handling the finance portion of the refinery project, said Wednesday that the request for an extension was granted by the governor’s office and the project will come to fruition. “It is complex,” Kennon said. “There are so many little details. Snags are expected in a project like this. We anticipated we would need a little more time. We asked for it and received it.” He said one reason for the complexity of getting the project off the ground lies in its rarity. The refinery, planned on 165 acres on Texas 323 near New London, will be the first of its size built in the United States in more than 30 years, Kennon said. It will refine light sweet crude oil into gasoline and diesel

Longview Police Offer Holiday Safety Tips

LONGVIEW — The Longview Police Department hopes everyone has a safe Thanksgiving weekend. If you plan to get out and shop this weekend there are a few things police would like to remind you not to do.

1. Don’t advertise your purchases. Place items in the trunk of the car before going to your next location to shop. Thieves watch parking lots.
2. Don’t carry large amounts of cash to flash. If you plan on using cash put it in several locations in your purse, wallets or pockets. Thieves can quickly reach into your purse or wallet and grab the cash and run.
3. Don’t leave big ticket item boxes on the curb letting thieves know what new “item” you purchased. Tear the boxes up and put them in the trash can.

4. If you are going out of town, stop your mail and newspaper service. Have a neighbor come over and turn on lights throughout the time you will be gone, move your car around, and anything else that would give the appearance you are still home.
5. Don’t advertise on social media sites you are gone by posting pictures, checking in at locations, etc. Wait until you get back to talk about what a great holiday trip you had.
6. Don’t leave your purse, cell phone, or other personal item unattended in a shopping cart. This is the perfect “shopping” opportunity for thieves to find a little extra cash.

And finally, do call the police if you see suspicious activity in your neighborhood. Authorities say people are always telling the police after the fact they saw a suspicious vehicle or person. Police urge you to be proactive and call when you see something out of the ordinary. According to officials, being proactive could save you and your neighbors a lot of holiday heartache.

Fowler said he does not believe criminal charges could result from the findings; however, he said they were serious enough that the court had to end Daniels employment. He said the violations are grounds for the Texas Commission on Law Enforcement Officers Standards and Education to revoke Daniels’ jailer certification.

East Texas Death Row Inmate Lost Impairment Appeal

HOUSTON (AP) – A federal appeals court has rejected an East Texas inmate’s claims that he’s mentally impaired and ineligible for execution. The trial court, a federal district court and now the 5th Circuit, in a ruling late Tuesday, agreed the inmate’s intellectual functioning is not “sub-average.” Courts generally have agreed an IQ of 70 is the threshold for mental impairment. Test results on Lewis range from 59 to 79 and his attorneys contend the higher scores are invalid. The 50-year-old Lewis has been on death row since 1994, four years after George Ray Newman was fatally shot during a burglary of his home near Tyler. Evidence showed Newman’s fiancee was raped.

Flynn Discusses Ten Commandments Bill

VAN — Should Texas teachers be allowed to post the Ten Commandments in their classrooms? One East Texas lawmaker says yes. State Representative Dan Flynn of Van has filed a bill for the upcoming legislative session that forbids Texas school boards from prohibiting the posting of the Ten Commandments. It’s an issue that has seen legal challenges before, and Flynn acknowledges the idea won’t be popular with everyone. According to Flynn, “Just about every bill that’s filed in the Texas Legislature or Unites States Congress, somebody has an issue with. And if you only file bills that you feel like are immune to lawsuits, you probably wouldn’t be doing much work.” Flynn says he’s gotten support for the bill from parents, teachers and even students. He adds that since the Commandments are posted on the Capitol grounds and even at the U.S. Supreme Court, the classroom shouldn’t be off limits.
