\"\"LONGVIEW — A lawsuit alleging corruption at the Texas Department of Public Safety spills over into the unsolved 2016 murder of prominent Longview businessman Ronnie Horaney. According to the Longview News Journal and our news partner KETK, the federal suit, filed Tuesday by former Longview resident Ty Clevenger on behalf of retired Mount Pleasant-based DPS investigator Darren Lubbe, raises multiple accusations of DPS cover-ups by superiors and retaliation against Lubbe in a 24-page claim. The complaint says the Texas Rangers discovered their lead investigator in the Horaney case was involved in a sexual relationship with Horaney’s widow. Lubbe and his attorney allege that the lead Ranger, Brent Davis, helped Mrs. Horaney recover proceeds from her husband’s life insurance policy, badly compromising the murder investigation. <\/p>\n

According to the Longview News Journal, the public safety department, and the Texas Rangers division that’s attached to it, had not filed a response by Wednesday morning. Requests for comment sent to DPS communications in Austin and to Gregg County Sheriff Maxey Cerliano await replies.<\/p>\n

Clevenger, a New York attorney hailing from Longview, is a longtime critic of DPS and the Texas Rangers. He also is a former News-Journal reporter. Clevenger names at least 25 defendants in the suit, all upper-ranking DPS officers or members of the Texas Public Safety Commission. That panel is not listed in the Texas State Directory.<\/p>\n

The suit says Davis was subsequently demoted from Ranger to DPS trooper and that he can reapply for Ranger status in January 2019. The specific way in which Clevenger’s client claims Davis has hurt his career path is not immediately apparent in the filing. Lubbe seeks unspecified financial judgement in the suit, which also demands a jury be seated to hear its claims.<\/p>\n","protected":false},"excerpt":{"rendered":"
