According to our news partner KETK, the city council has agreed to apply for $5 million in federal funds for the project.  Local architect Steve Fitzpatrick came up with the idea, which involves medians, wider sidewalks &#8212; and, he hopes, fewer empty buildings.  The city will have to kick in $1 million if the grant is approved.  Fitzpatrick says the city will find out in December if it gets the grant.
