Detectives arrested Jessie James Liggins, 38, and placed him in the Smith County Jail. His bond has been set at $400,000. The assault was reported late last week. Investigators learned the suspect has assaulted the girl, under the age of 14, on various occasions over an 18 month period. The last assault was witnessed by a family member.
