Noe Paz-Aguillon, 30, is charged in the death of Charles Gibbs of Overton and aggravated assault with a deadly weapon for injuring the man&#8217;s wife, Carol Gibbs. The accident happened in February, 2014. He was released to federal authorities for an ICE detainer later that month. They put him in house arrest in Dallas, and he fled back to Mexico.
