Noting that such actions have been taken before, Gohmert singled out Woodrow Wilson, who did likewise in the early 20th century during the era of revolutionary Pancho Villa.  Gohmert also comments that the border needs to be secured &#8212; not sealed. He told KTBB, &#8220;We need to have people coming in.
