Smith County Chief Information Officer Don Bell said from 9 a.m. to 3 p.m. on Saturday, the phone system could be unavailable at different extended times. It could only be brief, intermittent outages or longer, continuous outages, Bell said. The phone system upgrade includes all landlines serving the Central and Low Risk Jails, the Juvenile Attention Center, the Sheriff\u00e2\u20ac\u2122s Office, Adult Probation Department and Animal Control. It will not affect emergency dispatchers and 9-1-1, Bell said.
