The document shows nine prosecutors violated policy related to the dismissal or reduction of charges.  The Tyler Morning Telegraph reports that the audit shows 30 percent of the nearly 675 cases in which charges were dismissed or reduced were done in violation of office policy during the past five years.  District Attorney Matt Bingham says prosecutor Jacob Putman tallied the highest number, dismissing or reducing nearly 80 cases without getting the proper signatures on court paperwork. Putman and Alicia Barkley are vying for the DA&#8217;s post after Bingham announced he won&#8217;t be running for re-election.<!--more-->      <\/p>\n<p>Bingham&#8217;s policy requires prosecutors to get permission from him or the first assistant DA if they need to dismiss or reduce charges. He tells KETK, &#8220;I understand there could be one or two times this could happen but what you seem to have is a pattern of people doing it over and over and over again.  I want them to have that opportunity to correct their conduct. When you give that opportunity and they don&#8217;t, on a personal level it&#8217;s a little bit upsetting because you feel like they just don&#8217;t care.  It&#8217;s virtually impossible to go and keep track of every case and every court. You hire people and expect that they&#8217;ll follow the rules.&#8221;  Barkley commented, &#8220;I don&#8217;t understand how these decisions were made. I&#8217;m just very sad about that.
