In Dallas, National Weather Service climatologist Mark Fox says it&#8217;s a La Nina-influenced winter that features drier and warmer than normal weather. He says there is some relief in sight, though.  According to Fox, &#8220;Actually, we&#8217;re getting back to kind of what&#8217;s a normal spring.
