Because of overcrowding, Smith County inmates are sent to jails in neighboring counties.   The Gregg County Jail failed inspection in December &#8212; so inmates there were sent to Upshur County&#8217;s jail.   Now, Sheriff J.B. Smith tells KETK Upshur County also failed its jail inspection.
