A Penske Rental Truck became stuck at the underpass between Cotton and Green Streets. It was reported stuck just after 11:00 Monday morning. Northbound traffic was stopped at what has become known as the &#8220;Green Street Monster.&#8221; The truck was freed and traffic returned to normal shortly after 1:15.
