The city council has authorized City Manager Ed Broussard to award a construction contract for the 2017 Seal Coat Program. The asphalt binder restores the aging road and seals the asphalt pavement from water damage.  Streets were selected using data from the 2013 PCI study. Data from the 2016 PCI study will be available in the next two months.<!--more--><\/p>\n<p>The city council also authorized the city manager to contract with Benchmark Design Group for engineering services for the Cloverdale Drainage Feasibility Study in the amount of $35,720. The system to be studied follows along the neighborhood of Cloverdale and Silverwood Drive and extends from Woodlark Drive to Caperton Boulevard. As part of the Drainage Capital Improvement Program Strategy Report presented in 2016, the Cloverdale Drive Drainage Study was identified as a system that needs to be studied for future improvements and evaluated for improvement options.<\/p>\n<p>The city council also authorized the city manager to execute two separate contracts with Pipeline Analysis, LLC for sewer system flow monitoring and the development of an updates wastewater system hydraulic model to the City of Tyler.  In 2009, Tyler Water Utilities was contacted by the Environmental Protection Agency (EPA) regarding sanitary sewer overflows  going back to 2005 and has been negotiating an agreement, known as a Consent Decree (Decree), to address the City&#8217;s aging wastewater collection system and resulting discharges. Last November, the City put forth a draft agreement and action plan, which became effective on April 10.<\/p>\n<p>As part of this plan, the City will update the existing wastewater collection system hydraulic model. Results of the hydraulic model will be used to identify locations where the pipes are too small for the volume of wastewater they are expected to carry.<\/p>\n<p>The Decree requires that the updated hydraulic model be completed within two 2 years after the effective date, or no later than April 10, 2019. The EPA is requiring the City to evaluate the effects of groundwater infiltration and the inflow of rainfall on the sanitary sewer system, which necessitated the placement of flow monitors and rainfall gauges in various locations throughout the City.
