At approximately 1 a.m. Friday, officers were dispatched to the Belaire Manor Apartment complex on Paula Street regarding a possible shooting.  Arriving officers found 22-year-old Michael Phelps, Jr. deceased, from what appeared to be a gunshot wound, inside one of the apartments. After interviewing witnesses, detectives concluded that 30-year-old Leon Bowman (pictured) caused the death. Bowman was booked into the Harrison County Jail where he is charged with manslaughter. An autopsy will be performed.
