Bryan Arnold, 50, of Longview has been indicted on charges of intoxicated manslaughter. He is accused of hitting Paul Price, 19, of White Oak. Price was hit  while riding his bicycle with the flow of traffic on West Loop 281. He later died at a Longview hospital. Arnold, who left the scene later used a roommate&#8217;s phone to call police to say he was involved in the accident.
