Steven Barker, 22, Wills Point, was arrested Wednesday for sexual contact with a person in custody. During the investigation, it was determined Barker was having an improper relationship with a female inmate by writing letters and discussing \u00e2\u20ac\u0153hooking up\u00e2\u20ac\u009d when she was released. The female inmate admitted to having sexual contact with Barker.
