The accident occurred around 12:45 Friday afternoon. Dead at the scene was Harold Spicer, 54. <\/p>\n<p>The Department of Public Safety reports Spicer was west bound when his car started veering off the road. It hit a concrete culvert and traveled another 300 feet before stopping upside-down in a creek. Investigators feel Spicer may have had a medical problem or may have fallen asleep at the wheel.
