The Department of Public Safety says was driving a truck on the service road on the south side of Interstate Highway 20 near mile marker 596 between Eastman Road and the Eastman plant entrance. The truck left the roadway and went into a ditch, where it hit a concrete culvert and flipped into the creek. The truck was upside down and completely underwater.
