The sign, which has stood since 2011, says, &#8220;Jesus Welcomes You to Hawkins.&#8221;    The Wisconsin-based Freedom from Religion Foundation claims the sign is on Hawkins city property, making it unconstitutional.  Mayor Will Rogers says no one knows for sure if the sign is on public or private property, but this week the city council voted to remove it.
