According to media materials from the city, Reynolds &#038; Kay was recommended for award of the contract based upon the following criteria:<br \/>\n\u00b7         Proposal price;<br \/>\n\u00b7         Experience with projects of this specific type and magnitude;<br \/>\n\u00b7         Experience and references of key personnel;<br \/>\n\u00b7         Company profile and general experience;<br \/>\n\u00b7         Ability\/commitment to respond to City needs in a timely fashion; and<br \/>\n\u00b7         Safety record and financial profile.<\/p>\n<p>City officials say funding for this project was allocated from the 2008 Tyler Water Utilities Revenue Bond Fund and will be paid for from revenues collected from the sale of water and sewer services \u2013 not from property taxes.  The City paid off all general obligation (tax supported) debt in 2008.<\/p>\n<p>The contract provides for the extension of 24 inch water line north along US 69.  This project will include backbone infrastructure that officials say will facilitate future development in this area.
