After more than two months of controversy, Hawkins held a special city council meeting to determine whether or not the &#8216;Jesus Welcomes You to Hawkins&#8217; sign is on city or private property. According to KETK, Attorney Alvin Flynn declared in Monday&#8217;s council meeting that it appears the sign is not and has never been on city property.
