According to a city news release, Bishop has served in a variety of capacities, including assistant chief, since he joined the Longview Police Department in 1989.  Willard\u00e2\u20ac\u2122s recommendation will be presented to the City Council  August 13.  According to the release, Willard says he has &#8220;the utmost confidence&#8221; in Bishop\u00e2\u20ac\u2122s ability to lead the department.
