Named to the panel was Doug Lowe of Palestine. He was named to a term set to expire on February 1, 2017. Lowe is a solo practitioner at the Lowe Law Firm. He previously served as criminal district attorney in Anderson County for 16 years. He is a Rotary Paul Harris Fellow, board member and treasurer for the Palestine YMCA, trial skills trainer for the Texas Children&#8217;s Commission, and certified fraud examiner. Additionally, he serves as an adjunct instructor for Trinity Valley Community College. Lowe received a Bachelor of Science from the University of Houston and a Juris Doctor from the University of Houston Law Center.<!--more--><\/p>\n<p>The Governor also appointed to the commission Carmen Arrieta-Candelaria of El Paso, Peggy Heeg of Houston and Robert Rivera of Arlington.
