Overton Police Chief Clyde Carter said, &#8220;They were asked by officer to get a permit from the city. The city advised them that they would need to get with the health department make sure they were in compliance with the health department and get a permit from them.&#8221; Overton police said it&#8217;s the law and they&#8217;ll keep enforcing it. The sisters plan to try again this weekend.
