More than a dozen bills have been filed to challenge what lawmakers consider to be federal overreach.    State Representative Dan Flynn of Van has filed a proposal asking Congress to repeal the Dodd-Frank Law &#8212; which he says applies to small community banks that had nothing do with the financial meltdown of 2008.   Flynn says Texas is successful because it doesn&#8217;t get in the way of business.
