In January, 2013, Wisenbaker Fix &#038; Associates and its geotechnical subconsultants began the engineering and design for the repair of issues discovered at the dam. The plans were forwarded to the TCEQ Dam Safety Section for review in September, 2013. The TCEQ provided comments and requested additional modeling that had to be addressed before the project could proceed into construction. Revised plans were submitted on Dec. 20, 2013, and written authorization to bid and award the repair project was received on March 28, 2014, according to a city news release.  <!--more-->  <\/p>\n<p>The Lake Tyler Dam was constructed in 1948-1949, using what officials say were the best engineering practices at the time. Due to the foundation material used in the original construction, it is believed that there has always been seepage along the downstream toe of the embankment.
