According to an update from Tyler police, &#8220;We would like to thank the community for their concerns and prayers for his welfare.&#8221;  Accident investigators concluded that the other driver, 75-year-old Donald Blevins of Arp, was at fault in the accident; he was issued a citation for failure to control speed.   Tuesday morning just before 8:30, officers responded after Seeton was struck from behind in the 2500 block of Calloway Road by Blevins&#8217;s pickup, which was traveling westbound.
