A section states that a municipal district may not pass legislative restrictions or charge fees relating to the use of a \u201ccontainer or package\u201d for waste management purposes. Proponents of the ban cite environmental benefits. Although the AG&#8217;S opinion is not a legally binding decision, opponents could use it in lawsuits if it&#8217;s in their favor, because it would be noticed by the court.
