KETK and the Longview News-Journal report Jeffrey Ray Willoughby, 27, appeared Wednesday morning before 188th District Court Judge David Brabham to hear the charges against him.  Acting on the recommendation of prosecutor Pamela Ibeh, Brabham set Willoughby\u2019s bond at $50,000 each on the two charges of continuous sexual abuse of a child younger than 14 and $10,000 on a charge of forgery.  Willoughby said in court he did not understand what a bond or court-appointed counsel meant.  \u201cThis is my first time in jail,\u201d he told the judge. \u201cI don\u2019t know about this bond stuff or whatever.\u201d <!--more--><\/p>\n<p>Ibeh asked that bond conditions include Willoughby have no contact with the children he\u2019s accused of abusing or their families or be in the presence of any minors without the presence of another adult. She also asked that his conditions make clear he is not to solicit any third party to contact the victims for him.  \u201cIf you do make the bond, you are to have no contact with the victims,\u201d Brabham told Willoughby.<\/p>\n<p>The charges stem from two indictments filed against Willoughby in December. The indictments allege he \u201ccommitted two or more acts of sexual abuse against a child younger than 14 years old.\u201d  The charges are listed as continuous sexual assault of a child, aggravated sexual assault of a child, and indecency with a child who, according to the indictment, was 8 at the time of the assault in April 2012.   A second indictment states Willoughby committed sexual assault against a child who was 11 at the time of the assaults.
