TYLER — Tyler Water Utilities reported around 2:40 Thursday afternoon that a contractor working on West Loop 323 had struck and broken a 12 inch water main. City officials said crews were dispatched to support the contractor\u2019s work to repair the line. Due to the break, traffic was reduced to one lane on the West Loop near Highway 31 West.
