KILGORE \u2014 The Kilgore Police Department is facing a lawsuit from the mother of a man shot and killed by officers. The Longview News-Journal reports that the lawsuit claims \u201cofficers used unnecessary force, lacked proper training and violated proper procedure.\u201d Jamel Freeman, 19, was shot and killed after attacking and stabbing two officers. They were responding to reports of a possible kidnapping. Freeman was known to have mental health issues.
