According to officials, Sims has a violent criminal past and is wanted for failure to comply with sex offender registration and burglary of habitation. All tips can be offered anonymously. KETK reports that Sims has relatives and friends living in Center, Athens, and Burnet, and he has been known to work in the oil drilling industry. Sims\u2019 criminal history includes sexual assault of a child, assault, evading arrest\/detention and DWI. In 2003, he was convicted of sexually assaulting a 14-year-old girl nine times over a period of several months. <!--more--> <\/p>\n<p>Sims is 5 feet 11 inches tall and weighs approximately 190 pounds. He has cut scars on his back and chest and multiple tattoos, including \u201cAndrew Samuel\u201d on his lower left leg and tribal art on his right hand, left arm and left leg. You can see his wanted bulletin at <a href=\"http:\/\/www.dps.texas.gov\/Texas10MostWanted\/SexOffenderDetails.aspx?id=212\" rel=\"nofollow\">http:\/\/www.dps.texas.gov\/Texas10MostWanted\/SexOffenderDetails.aspx?id=212<\/a> for more information.<\/p>\n<p>Texas Crime Stoppers, which is funded by the Governor\u2019s Criminal Justice Division, offers cash rewards to any person who provides information that leads to the arrest of one of the Texas 10 Most Wanted fugitives or sex offenders.<\/p>\n<p>There are four different ways to provide anonymous tips:<\/p>\n<p>    Call the Crime Stoppers hotline at 1-800-252-TIPS (8477).<\/p>\n<p>    Text the letters DPS \u2013 followed by your tip \u2013 to 274637 (CRIMES) from your cell phone.<\/p>\n<p>    Submit a web tip through the DPS website by selecting the fugitive you have information about, and then clicking on the link under their picture.<\/p>\n<p>    Submit a Facebook tip at <a href=\"http:\/\/www.facebook.com\/texas10mostwanted\" rel=\"nofollow\">http:\/\/www.facebook.com\/texas10mostwanted<\/a> by clicking the \u201cSUBMIT A TIP\u201d link (under the \u201cAbout\u201d section).<\/p>\n<p>All calls, texts, e-mails and Facebook messages are anonymous.<\/p>\n<p>DPS investigators work with local law enforcement agencies to select fugitives for the Texas 10 Most Wanted Fugitive and Sex Offender lists.
