Governor Rick Perry has called the Legislature back for a third special session to approve more money for roads. Republican Senator Robert Nichols of Jacksonville (pictured) has proposed a constitutional amendment that would take 50% of the money flowing into the Rainy Day Fund and divert it for roads and bridges. Nichols easily won two-thirds support in the Senate, but El Paso Rep. Joe Pickett says he doesn\u2019t have votes in the House to send the question to voters.
