KETK reports the program would block registration of a vehicle if the person has outstanding citations.   Some commissioners voiced concern with the program at Tuesday&#8217;s meeting.   Precinct 1 Commissioner Jeff Warr says he&#8217;s willing to give it a try but remains skeptical on the difference it&#8217;ll make in the number of fees collected.   He compares it to when the state began requiring everybody to buy insurance.  According to Warr, &#8220;I was an agent before you had to.
