That&#8217;s according to KETK and the Longview News-Journal.  \u201cWe have asked, as always, that we try to budget as conservatively as we can,\u201d City Manager David Willard said last week. \u201cThat\u2019s a standard objective every year.\u201d  The outlook for 2013-14 doesn\u2019t include any major spikes or dips in revenue, he said.  \u201cWe do not see any substantial growth right now in our economy,\u201d Willard said of factors that could impact the budget, which is financed mainly by two sources: property tax and sales tax revenues.
