Mayor John Whitsell tells KETK that in a time of an emergency or a situation when city officials need to warn their citizens, this is the fastest way to keep their residents safe and informed.  Whitsell says the system can warn residents if a tornado is coming, if someone is missing &#8212; or even about something as simple as the trash being collected a day late.  It&#8217;s up to the city&#8217;s discretion what officials would like to send out to the public.   The system sends out a Code Red message to a home phone or via text message or email with details on what to do or what the problem is.    The program does not cost the public or the cities a dime.    The service is completely funded by the Smith County 911 Communications District.
