DPS in Austin Friday announced the arrests of 42-year-old Jimmy Ray McMillan and 52-year-old Edward Dwin Jackson.   McMillan (pictured) surrendered Wednesday in New Orleans after apparently getting into a dispute with another person and finding himself without transportation or shelter. McMillan is wanted in Nacogdoches County for failure to register as a sex offender. His criminal history includes sexual assault, burglary, evading arrest and DWI. Jackson was arrested Thursday night in Houston for failure to register as a sex offender and parole violation. A tip led to his capture at a residence.
