That&#8217;s according to KETK and the Longview News-Journal.    \u201cI think it is a good budget for the city, a good conservative budget that provides for the city to continue services we provide in a cost effective manner,\u201d said City Manager David Willard.  Though the newly-approved tax rate is unchanged from this past year, that does not mean taxpayers won\u2019t see an increase on their bills.
