During a visit to KTBB, Gohmert criticized the government&#8217;s $20 million deal with the public relations firm Porter Novelli to promote the plan.   He says the Obama Administration&#8217;s spending big money &#8220;to tell us how good a bad product is that most Americans know we should not be doing.&#8221;   A spokesman for the U.S. Department of Health and Human Services says, &#8220;Section 4004 of the Affordable Care Act directs the Department to conduct this effort as one way to encourage utilization of preventive benefits and services.
