The act, passed in the wake of 9\/11, gave the president sweeping military powers. Gohmert says under the amendment, the president could not detain a legal U.S. resident indefinitely in a military installation without certain conditions. The suspect would first have to be brought to a federal district court for a writ of habeas corpus hearing. From there, says Gomhert, if authorities can\u2019t bring charges, the suspect would be freed. The amendment is officially called the Gohmert-Landry-Rigell-Duncan-Barletta amendment.
