Carmel Foster, 38, the owner of Queen Diva\u2019s Hair Salon and Spa, in Tyler, has been arraigned in Smith County on two charges of practicing medicine without a license. <\/p>\n<p>The FDA is still working to confirm what substance was used in the injections as part of a breast augmentation. Those findings are expected later this week.
