The lawsuit stems from a 2010 case where Lance Phillips, 28, pleaded guilty to secretly videotaping a woman renting a room inside his home. According to KETK, he was sentenced to 200 hours of community service and 5 years probation. The lawsuit, filed by the victim, said Terry and Karen Phillips, who is also the Smith County Clerk, were negligent and should have known that their son was incompetent to serve as a property manager.
