Rick\u2019s manager, J. Wright\u00a0Witcher, said Rick\u2019s and neighboring businesses have experienced a 30% decrease in profit since\u00a0September. However, with Erwin Street opening back, Witcher is viewing it as a silver lining due to the street\u2019s accessibility to Rick\u2019s.<\/p>\n<p>\u201cIt\u2019s a lot more walkable, so we\u2019re going to have some parking spots, and it\u2019s\u00a0going to be a lot\u00a0better,\u00a0you\u2019ll\u00a0be able to drive through\u00a0Erwin,\u201d Witcher said.<\/p>\n<p>Phase two of the project  began Monday, and no parking will be allowed on the south side of West Reguson Street, while Broadway and Erwin will have a protected left light.\u00a0An increase in police presence will also be in the area to help\u00a0facilitate\u00a0the traffic change.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>TYLER \u2013 The first phase of Tyler\u2019s Downtown Revitalization Project is now complete, as city leaders celebrated the reopening of Erwin Street and College Avenue to two-way traffic on Friday.
