It is up to the retailers to make sure that they are implementing the restrictions accurately,\u201d Cole explains.\u00a0<\/p>\n<p>The new rules\u00a0affect\u00a03.4\u00a0million\u00a0Texans.\u00a0Oklahoma and Louisiana have already implemented these restrictions, paving the way for states\u00a0like\u00a0Texas,\u00a0Florida\u00a0and\u00a0Colorado to officially enact them next month.
