In September 2010, a Gregg County jury sentenced Mark Allen Reed, 31, to the maximum prison term after convicting him of placing a cell phone, operating in video mode, underneath a woman\u2019s skirt at Hastings on Loop 281 in August 2009. Allen appealed the verdict and was released from the Gregg County Jail on $20,000 a year ago.
