Tyler’s Projects Update

TYLER – Here is a summary of the city projects now underway in Tyler. Schedules are subject to change due to weather conditions, equipment failure or other unforeseen issues.

2018 Asphalt Enhancement (Overlay) Project
– Location: Various Streets throughout the City of Tyler
– Contractor: Reynolds and Kay, Ltd.
– Cost: $4,292,993.10
– Funding Source: Half Cent, TWU Capital Fund, General Fund
– Impact to Traffic: Traffic will usually be directed around work areas by flagging operations
– Anticipated Construction Completion: April 2019
– Status: Construction is on-going.

GRWTP Backwash Pump Station and Clearwell Baffles
– Location: Golden Road Water Treatment Plant
– Contractor: Gracon Construction
– Cost: $4,705,000
– Funding Source: TWU Revenue Bonds
– Impact to Traffic: None anticipated
– Anticipated Construction Completion Date: February 2019
– Status: All work is complete except for a tie-in at the filters. Water leaks have been discovered in pipe coming from filters. Engineer and contractor are developing a plan to address the repairs.

Bascom Road Water Line Extension
– Location: Bascom Road from Shiloh to Southwood
-Contractor: Reynolds & Kay, Ltd
– Cost: $251,515
– Funding Source: TWU Revenue Bonds
– Impact to Traffic: TBD
– Anticipated Construction Completion Date: TBD
– Status: Work is temporarily on hold pending acquisition of a temporary construction easement for the boring contractor.

Sewer Improvements (Pinecrest to Tanglewood)
– Location: Pinecrest to Tanglewood
– Contractor: A.E. Shull & Company
– Cost: $233,375.00
– Funding Source: TWU Utility Fund
– Impact to Traffic: None anticipated
– Anticipated Construction Completion Date: May 2019
– Status: Contractor has begun clearing right-of-way but was temporarily delayed due to weather.

Runway 4/22 Rehab Project 4
– Location: Tyler Pounds Field
– Contractor: SpawGlass
– Cost: $10,848,806
– Funding Source: 90% FAA Grant and 10% Half Cent Sales Tax
– Impact to Traffic: None anticipated
– Anticipated Construction Completion Date: November 2018
– Status: Work is complete.

Legacy Trails
– Location: Old Jacksonville to Cumberland Road and Gresham
– Contractor: Reynolds and Kay, Ltd.
– Cost: $4,600,000
– Funding Source: Grant/Half Cent (70/30)
– Impact to Traffic: Off system, minimal lane closures
– Anticipated Construction Completion Date: June 2019
– Status: East trail is complete along Old Jacksonville Hwy and Dueling Oaks.

West trail is about 90% complete. North trailhead is complete pending landscaping. Middle Trailhead is underway and South Trailhead is complete.

Courtney-Miller Drainage Improvements
– Location: Golden Road, Courtney Drive and Miller Drive Area
– Contractor: Reynolds and Kay, Ltd.
– Cost: $2,035,121
– Funding Source: Half Cent
– Impact to Traffic: Golden Road, Courtney Drive and Miller Drive will be closed at different times and traffic will be detoured
– Anticipated Construction Completion Date: August 2019
– Status: Culvert installation at Golden Road is complete. Remaining construction is underway.

2018 CDBG Curb and Gutter – Harmony (Border to Whitten)
– Location: Harmony Street from Border Ave to Whitten Ave
– Contractor: South Texas Illumination
– Cost: $43,331.50
– Funding Source: CDBG
– Impact to Traffic: Traffic will be usually be rerouted by flaggers
– Anticipated Construction Completion Date: December 2018
– Status: Project is under construction. Electric pole has been moved and contractor will be starting work on December 10.

Fleishel Drainage Improvements
– Location: Fleishel Avenue from 8 th Street to Skyline Street
– Contractor: Miller Construction
– Cost: $999,134
– Funding Source: Half-Cent
– Impact to Traffic: Fleishel from 8th to Skyline will be closed through most of construction
– Anticipated Construction Completion Date: September 2019
– Status: Pre-construction meeting held Dec 3. Construction start scheduled for early January. Fleishel from 8th to Skyline will be closed through most of construction.

Fire Station No. 1
– Location: M.L. King Jr. Blvd (old Fire Station No. 4)
– Contractor: Jacobe Brothers
– Cost: $ 4,828,410
– Funding Source: Half-Cent
– Impact to Traffic: TBD
– Anticipated Construction Completion Date: September 2019
– Status: Construction contracts complete. Scheduling a pre-construction meeting with the contractor.

Fire Station No. 4
– Location: Cherry Hill just south of Cumberland Rd
– Contractor: Garrett and Associates
– Cost: $2,989,714
– Funding Source: Half-Cent
– Impact to Traffic: TBD
– Anticipated Construction Completion Date: October 2019
– Status: Construction contracts complete. Scheduling a pre-construction meeting with the contractor.

Sunnybrook Culvert Replacement (at Robertson)
– Location: Sunnybrook at Robertson Rd
– Contractor: Reynolds & Kay, Inc.
– Cost: $597,687
– Funding Source: Half-Cent
– Impact to Traffic: TBD
– Anticipated Construction Completion Date: June 2019
– Status: Contracts have been signed and work is anticipated to start in January.
