TYLER — Here’s a look at work planned in the district during the Week of July 20, 2015. These schedules are subject to change due to weather conditions, equipment failure or other unforeseen issues.
Motorist traveling through the Loop 323 West Widening project in Tyler can expect delays Sunday afternoon, July 19, when the northbound outside lane closes in preparation for night operations to remove the final section of the old railroad bridge. Night work starts Sunday and will continue for the two or three days required for removal of the structure. Expect varying lane closures between 7:00pm and 6:00am. Motorists are advised to take alternate routes to avoid delays. This is an active work zone so use caution. In Longview, a portion of Airline Road is set for closure from Monday, July 27 to March 2016 as the contractor for the new Farm Road 2275 construction project prepares to build a new intersection. The closure will start just north of Pliler Precise Road and continue to just north of Henderson Lane, which will also be closed to through traffic. Henderson Lane residents should exit to the east to take U.S. Highway 259. All other motorists are advised to take alternate routes using US 259 North, exiting onto Tryon Road to the west, and proceeding northward or southward on Airline Road to reach their destinations. Meanwhile, Districtwide Seal Coat Operations are expected to resume July 27. However, striping operations continue in Anderson, Cherokee, and Van Zandt counties on those roadways that have previously been sealed. Expect lane closures.
SMITH COUNTY – Tyler Maintenance crews are split this week with one performing base repairs on State Highway 135 just south of Arp, and the other conducting ditch work around Smith County. Expect lane closures as the roadways will be reduced to one lane with traffic controlled by flaggers.
Smith County construction projects updates are as follows:
Loop 323 West Widening
Limits: Tyler’s West Loop and SH 31
Contractor: Longview Bridge and Road, Ltd., of Longview
Cost: $12 million
This widening and bridge replacement project is in full swing with the contractor currently working on the retaining walls on both sides of the roadway. Hot mix is being placed on the east side of the road as part of a detour. Expect lane closures and use caution when traveling through this active work zone. The project includes widening Loop 323 from SH 31 to Shaw Street. The speed limit on Loop 323 in the work zone has been reduced to 45 mph from SH 64 to Shaw Street. The completion date is early 2016.
Loop 323 Northeast Project
Limits: From American Legion Road (@ the Loop 323 Extension to US 271) south to
Commerce St.
Contractor: Reynolds and Kay, LTD.
Cost: $3.4 million
This project includes culvert extensions, base repair, level-up and placing an overlay. Culvert work continues this week. Expect shoulder closures. The project should be completed in November 2015.
State Highway 31East Widening Project
*Limits: From FM 757 to FM 2012
*Contractor: Reynolds & Kay, LTD
Cost: $7.8 million
Work on structures and embankment is ongoing in the eastbound lanes of this project to add passing lanes for multiple sections of roadway in both the eastbound and westbound directions. Once the widening is complete, a seal coat and final surface will be applied. Motorists should expect delays and shoulder closures as wells as a daily construction speed limit of 60 mph when work is being performed on this 18-month job. Expect shoulder closures.
State Highway 31East Widening Project
Limits: From FM 850 to FM 757
Contractor: East Texas Bridge, Inc.
*Cost: $3.4 million
This portion of SH 31E from FM 850 east of Tyler to FM 757 is being widened to add passing lanes for multiple sections of the roadway in both directions. The new passing lanes are open to traffic and the contractor is performing final work and inspections to wrap the project up next month. Expect lane delays.
Off-System Bridge Replacement Project
Limits: County Road (CR) 46 at Prairie Creek Tributary
Contractor: East Texas Bridge, Inc.
Cost: $490,000
The new bridge is completed and CR 46 is open to traffic. Final inspections continue as project winds down.
Off-System Bridge Replacement Project
Limits: County Roads (CR) 452 and 481
Contractor: Pierce Construction
Cost: $560,000
Both roads are closed to through traffic with the contractor setting beams this week and pouring the concrete slab on CR 481. Motorists must use alternate routes to reach their destinations. The work is expected to be completed and the roads opened to traffic in October 2015.
State Highway 64
*Limits: from Chapel Hill to Arp
*Contractor: Drewery Construction of Nacogdoches
*Cost: $3.9 million
Work on the passing lanes between FM 2607 and Arp is underway. TxDOT reminds motorists to use extra caution and to watch for flaggers and a pilot car providing traffic control through this work zone. The Super 2 widening project continues and consists of clearing and grading. Current work includes cement treating subgrade and placing flex base for the passing lanes between FM 2607 and Arp. The daily speed zone reduction is posted at 60 mph when workers are present. Expect delays and traffic control conducted by flaggers and a pilot car.
Farm Road 850 Resurfacing Project
Limits: 0.445 miles southeast of FM 2607 to the Rusk County line in Overton
Contractor: Drewery Construction of Nacogdoches
Cost: $2.1 million
Seal coat operations are winding down with the contractor now placing a hot mix surface near Overton. The project consists of resurfacing the roadway by placing an overlay from FM 2607 to SH 135 in Overton. Flaggers and a pilot car are providing traffic control. Expect lane closures and delays as the project wraps up mid-week, weather permitting.
GREGG COUNTY – Longview Maintenance crews are finishing up mill and inlay work on U.S. Highway 259N between Spur 502 and the Upshur County line this week. Crews then move to Farm Road 2204/Stone Road from the Airport (State Highway 322) to Kilgore (U.S. Highway 259 Bypass) where a hot
mix overlay and level up activities will be conducted. The first segment of work will occur between Farm Road 2011 and Farm Road 2276. This work could take a few more weeks to perform so be prepared for lane closures with flaggers providing traffic control throughout the duration of the scheduled activities.
Gregg County construction projects updates are as follows:
Spur 63 (McCann Road) at Guthrie Creek
*Limits: approximately 0.1 mile north and south of Guthrie Creek
*Contractor: Longview Bridge and Road, Ltd., of Longview
*Cost: $435,000
This emergency repair contract will restore and stabilize the box culvert and its wing walls at Guthrie Creek. Expect daytime lane closures after 9:00am. Work should be completed by the end of August 2015.
Interstate Highway 20 Total Maintenance Contract
*Limits: Gregg, Smith and Van Zandt counties
*Contractor: Fireman Excavating
A subcontractor is continuing mill and inlay work in the westbound lanes of I-20 in Gregg County starting at the Harrison County line. Full depth concrete repairs are ongoing in the westbound lanes of I-20 in Smith County. The work impacts all travel lanes but only one lane at a time. Motorists can expect delays and are advised to use other routes to reach their destinations when possible.
State Highway 31 Landscape Project
*Limits: 0.3 miles north of FM 2205 (Grace Creek) to 0.2 miles south of U.S. 80 (Cotton) in Longview
*Contractor: South Texas Illuminations, LLC
*Cost: $281,249.70
Work is underway but should not impact traffic on this project which comes as a result of the city winning one of 10 Governor’s Community Achievement Awards presented by Keep Texas Beautiful in partnership with TxDOT, which allocates $2,000,000 a year as landscape incentives to competing communities based on population and efforts in litter prevention and cleanup, public awareness, beautification and property improvement, solid waste management, illegal dumping and enforcement, and education.
Farm Road 2275 George Richey Extension (Segments II & III)
*Limits: McCann Road to U.S. 259
Contractor: East Texas Bridge, Inc.
Cost: $12.8 million
Clearing between Judson and Airline roads continues with excavation, embankment, bridge construction, subgrade treatment, storm drain and other work between McCann and Judson roads. The contractor recently began paving operations. While this is a new location project that generally doesn’t impact traffic, as stated at the top of the release motorists should plan to take other routes when Airline Road closes to traffic on Monday, July 27.
Loop 281 at Farm Road 2087 Overpass
Limits: SH 31 to approximately one mile south of SH 31
Contractor: Longview Bridge and Road, Ltd., of Longview.
Cost: $13.2 million
This project is in Phase III of construction with traffic moved off the existing loop onto the detours. With the bridge deck completed, the contractor is working on the bridge approaches. Expect delays during the peak evening hours. Caution advised in detour areas.
SH 42
Limits: From SH 31 north to I-20
Contractor: Reynolds & Kay, Ltd.
Cost: $3.7 million
The contractor is constructing a left turn lane at Hillcrest Road along with storm drain and curb and gutter. Work is occurring behind the existing curb with minimal impact to traffic. The majority of the work will be conducted at night and should be finished in early fall. Use caution in this and all work zones.
I-20 Dynamic Message Signs (DMS)
Locations
*East of FM 1255 westbound – Van Zandt County
*West of FM 849 eastbound – Smith County
*Derrick Park westbound – Smith County
Contractor: Highway Intelligent Traffic Solutions Corp.
Final testing of these signs continues. There is sporadic impact to traffic as this project nears completion.
ANDERSON COUNTY – Palestine Maintenance continues work to apply a hot mix overlay on Farm Road 837 just south of Frankston at various locations between State Highway155 and Farm Road 315. Expect lane closures or take alternate routes to avoid delays. Traffic control provided by flaggers
Anderson County construction projects have no significant updates this week:
Off-System Bridge Replacement Project
Limits: County Road (CR) 453 at Beaver Creek
Contractor: Highway 19 Construction of Sulphur Springs, Texas
Cost: $256,312.87
CR 453 remains closed at Beaver Creek as a new bridge is built. Motorists must use alternate routes to reach their destinations. This project will be completed this month.
Off-System Bridge Replacement Project
Limits: County Road (CR) 471 at Box Creek
Contractor: Longview Bridge and Road, Ltd., of Longview
Cost: $817,412.15
CR 471 at Box Creek is closed to through traffic while a new bridge is constructed. The project is expected to be completed in August 2015.
CHEROKEE COUNTY – Crews in Jacksonville and Rusk are continuing District Maintenance Seal Coat Operations with assistance from the Special Jobs Crew for the next couple of weeks. Expect to see workers on Farm Road 855 between U.S. Highway 69 and U.S. Highway 175; on Farm Road 177 from
U.S. Highway 69 to State Highway 135; and on Farm Road 3052 between Farm Road 177 and the Smith County line. The roadway will be reduced to one lane with flaggers providing traffic control. Slow down and watch for advanced warning signs to guide you through the work zone.
HENDERSON COUNTY – Athens Maintenance returns to State Highway 274 in the Seven Points area where hot mix is being applied to the roadway. A second crew will continue making base repairs on various roads around the county. Expect lane closures with flaggers providing traffic control.
Henderson County construction projects have no significant updates this week:
U.S. Highway 175 Widening Project
Limits: 0.1 miles southeast of FM 804 near Baxter southeast to 1.1 miles east of
Loop 60E at Larue
Contractor: A.L. Helmcamp, Inc. and Big Creek Construction
Cost: $39.2 million
The project will expand U.S. 175 from two lanes to a four-lane divided roadway with a depressed median. Construction of this Phase I project started April 6, 2015 and should be completed in November 2018.
FM 317 Widening Project
*Limits: From FM 314 to FM 607
*Contractor: Big Creek Construction, Ltd., of Waco
Big Creek Construction is conducting cleanup activities and final installations on this job. The project is widening FM 317 from FM 314 to FM 607. Expect lane closures.
Off-System Bridge Replacement Project
Limits: Cardinal Drive at Little Duncan Creek in Murchison
Contractor: Hartbeat Construction of Tyler
Cost: $314,919.44
Cardinal Drive is closed to through traffic while a new bridge is constructed. The project is expected to be completed in August 2015.
RUSK COUNTY – Henderson Maintenance continues making base repairs on Farm Road 3135 between U.S. Highway 79 and Farm Road 1251 and on Farm Road 1251 from Farm Road 3135 to Farm Road 3231. Both roadways are reduced to one lane carrying traffic in both directions. Expect delays.
Also in Rusk County, Farm Road 782 is now closed to through traffic near the north intersection of Farm Road 1716 as the contractor prepares to replace the culvert washed out during recent rain events. Traffic is being redirected to Farm Road 1797 and Farm Road 1716. This job will be completed in about a month.
Rusk County construction project updates for this week are as follows:
U.S. Highway 259 Resurfacing Project
Limits: From FM 315 in Mt. Enterprise north to CR 485 about 3 miles north of the FM 1798 overpass
Contractor: Madden Contracting Company, LLC
Cost: $4,309,817.27
The work includes milling away more than two inches of thickness from the current surface and applying one course surface treatment and an inch and a half PFC surface. The project is expected to take approximately two months to complete. Expect lane closures.
State Highway 64 Widening Project
*Limits: 0.173 miles west of BU 64E (N. Marshall St.) east to 0.2 miles west of U.S. 79 (Traffic Star)
Contractor: Lonestar Equipment Company, Inc.
Cost: $2.1 million
Motorists should expect periodic delays on this SH 64 construction project in Henderson as the contractor works to widen the roadway. Construction of the retaining wall continues with no impact to traffic at this time. The traffic signal at North Marshall Street has been removed and Stop Signs installed. The signal at Mill St. will remain but will be upgraded. The project started in August 2013 and consists of widening the existing two-lane roadway and constructing a four-lane facility along with a continuous Left Turn Lane with the majority of work being performed outside the existing travel lanes. It is expected to be completed in late summer 2015.
VAN ZANDT COUNTY – Canton Maintenance returns to FM 316 to make repairs to the road base. Expect lane closures. Be careful when traveling through work zones.
Van Zandt County construction projects updates are as follows for this week:
State Highway 64 Widening Project
Limits: From FM 858 near Ben Wheeler to FM 314
Contractor: A.L. Helmcamp, Inc., of Buffalo
Cost: $7.4 million
Work started in December 2012 on this widening project to add shoulders and passing lanes. The project is expected to be completed in August 2015 but construction is behind due to excessive rain in the spring.

SH 198 Widening Project
*Limits: from SH 243 in Canton southwest to 0.4 miles northeast of FM 316 near Phalba
*Contractor: Big Creek Construction, Ltd., of Waco
*Cost: $5 million
Culvert work continues on this widening project. Expect lane closures.
Farm Road 314 Widening Project
*Limits: from I-20 to the Van Zandt/Henderson County line
*Contractor: A.L. Helmcamp, Inc., of Buffalo
*Cost: $11.9 million
The contractor is finishing rehabilitation work, including dressing up the slopes and placing sod south of Edom. Expect lane closures.
I-20 Project
*Limits: From 1.6 miles east of FM 16 to 2.9 miles east of FM 314
*Contractor: APAC-Texas, Inc.
*Cost: $2.4 million
The contractor is laying hot mix on at the I-20 and FM 314 interchange. Expect daily lane closures of one entrance or exit ramp per day. Due to traffic impacts no work is planned for Friday’s.
WOOD COUNTY – Crews in Mineola are performing various maintenance activities including base repairs and hot mix overlays on the roads: Farm Road 14 from Farm Road 49 to State Highway 154; Farm Road 2659; and Loop 564. Expect lane closures.
Wood County construction project update:
State Highway 37 Roadway Repair
*Limits: from FM 2088 in Quitman to 0.4 miles south of FM 515 in Winnsboro
*Contractor: Longview Bridge and Road, Ltd., of Longview
*Cost: $7.7 million
The contractor plans to start laying the final surface on Wednesday. Expect lane closures.
