Gladewater PD Hopes to Improve after Hard-Hitting Study

GLADEWATER — A paid study of Gladewater’s police department is complete — and KETK reports the results are not pretty. The study was conducted by former Dallas Police Chief Bill Rathburn, with the $22,000 assessment paid for by Gladewater’s city council. Rathburn told the council its department performs poorly and has no leadership. The report also accuses some in the department of mistreatment toward African-Americans in town. Rathburn’s study was conducted under the former police chief. He says new Chief Robert Vine can use the study as a blueprint to turn the department around.
