Water utilities repair projects

TYLER – Tyler Water Utilities (TWU) continues to rebuild and improve the wastewater infrastructure Tyler depends on every day. Upcoming projects will repair aging lines and add capacity, continuing the City’s efforts to reduce sanitary sewer overflows and improve the sewer system. 

On Wednesday, July 8, the City Council approved four wastewater projects under the City’s federal Consent Decree with the Environmental Protection Agency (EPA). Together, these projects represent more than $18.5 million in investments to Tyler’s wastewater collection system. 

Group 3 Basin 14 sewer capacity improvements 
The City Council approved a contract with J&L Construction, LLC, in the amount of $8,763,841.39, for the Group 3 Basin 14 improvements. This project will improve sewer capacity by adding approximately 7,676 linear feet of 24-inch gravity sanitary sewer line, 548 linear feet of 18-inch sanitary sewer line, and 2,267 linear feet of 12-inch and smaller sanitary sewer lines.  The work also includes manholes, bores, creek crossings, laterals, pavement repairs, and related sewer improvements. 

Group 3 Basin 17 sewer capacity improvements  
The City Council approved a $1,764,082.86 contract with WM Miller Construction Company, Inc. for the Group 3 Basin 17 implementation. This project will add approximately 2,600 linear feet of 12-inch and smaller sanitary sewer lines. The work also includes manholes, bores, laterals, pavement repairs, and related sewer improvements. 

Group 8 open-cut repairs for aging sewer mains 
The City Council approved a contract with C&A Construction, LLC for $6,028,149 for the Group 8 Remedial Measures Pipeline by Open Cut Construction. 
This project will rehabilitate and repair approximately 224 sanitary sewer mains. The work includes approximately 6,349 linear feet of open-cut pipe replacement, approximately 195 sanitary sewer main point repairs, construction of 113 manholes, construction of 15 shallow manholes, and specialty rehabilitation of three sanitary sewer manholes. 

Group 8 specialty rehabilitation for aging sewer mains 
The City Council approved a $1,992,066 contract with King Solutions, LLC, to repair and rehabilitate aging sewer mains in Group 8 using specialized construction methods. This project will repair and rehabilitate sewer mains using several methods, including internal point repairs, internal section liners, open-cut point repairs, new manholes or access chambers, work on cleanouts and ends of mains, section and line replacements, and reconnection of existing services. 

The project includes improvements to 42 sanitary sewer mains. Work includes approximately 9,424 linear feet of pipe replacement by pipe bursting, approximately 2,244 linear feet of cured-in-place pipe liner, construction of six manholes, and specialty rehabilitation of eight sanitary sewer manholes. 

The work also includes related tasks such as bypass pumping, traffic control, pavement and sidewalk repair, and restoration. 

Consent Decree program background 
The Consent Decree, effective April 10, 2017, requires the City to assess, design, and make improvements to its wastewater collection system. This work includes projects that add capacity and projects that repair or rehabilitate lines based on condition assessments. 
To date, the City has completed Group 1 Capacity Work, and Group 2 Capacity Work is currently under construction. These two Group 3 projects continue the capacity improvement work. 

As part of the rehabilitation portion of the program, condition assessments began in 2017 and were conducted over a seven-year period. After completing the first seven years of assessments, TWU began reinspection of the wastewater system. The two Group 8 projects are part of the next phase of rehabilitation work identified through that process.
