East Texas man on state’s new 10 Most WantedMARSHALL — A Marshall man has been listed on the newly released Texas’ 10 Most Wanted Criminal Illegal Immigrants List. Oscar Oswaldo Madrid-Cartagena, 36 of Marshall, is wanted for sexual assault. He is described as being 5 foot 8 inches, 150 pounds and should be considered armed and dangerous. According to our news partner KETK, Madrid-Cartagena is a criminal illegal immigrant from Honduras with ties to North and Northeast Texas, including the cities of Dallas and Marshall. Officials said he was arrested in 2013 for alien inadmissibility and subsequently was removed from the U.S.

On Oct. 2023, Madrid-Cartagena was reportedly arrested by the Richardson Police Department and bonded out of jail. On March 5 a warrant was issued for his arrest.

Texas Gov. Abbott released the list on Wednesday as a partnership with the Texas Department of Public Safety (DPS), that aims at locating and arresting repeat offenders who have entered the country illegally and are wanted for dangerous crimes committed in Texas, officials said.

“Criminals from around the world who enter the United States illegally and commit crimes in Texas are a threat to public safety,” DPS Director Steve McCraw said. “Individuals on Texas’ 10 Most Wanted Criminal Illegal Immigrants List are likely to commit other crimes, and DPS is enlisting the public’s help in apprehending these offenders before they commit additional crimes.”

To be eligible for cash rewards, tipsters must provide information to officials using one of the following three methods: Call the Crime Stoppers hotline at 1-800-252-TIPS (8477), submit a web tip through the DPS website or submit a Facebook tip by clicking the submit a tip link under the about sections.
